COLUMBUS — Ohio will begin rolling back COVID-19 restrictions Friday (May 1), with the health care and administrative sectors coming back online first, and others following in the coming weeks.

Gov. Mike DeWine during a Monday briefing on the state's coronavirus response announced several preliminary measures at the fore of the state's gradual reopening:

  • Health care providers in the state may resume all medical procedures — as long as they don't require an overnight stay at a hospital — on Friday, May 1. The order includes dentists' and veterinarians' offices, the governor said.
  • General office workers may also return to work on May 4.
  • Beginning May 4, businesses in the manufacturing, distribution and construction fields may also get back to work.
  • On May 12, consumer, retail and service businesses may also reopen.

All businesses will be required to provide each employee with a face covering such as a mask; screen employees for symptoms; maintain good hygiene measures; clean and sanitize workspaces at the start and close of business daily; and limit customer capacity to no more than half of what's allowed under fire safety codes.

DeWine did not disclose a timeline for the reopening of bars, restaurants, theaters and other similar venues.

DeWine also announced further mandatory protocols and other recommendations specific to each sector, which can be found on the state's coronavirus website:

Stay-at-home orders will remain in effect come May 1, though employees of reopened businesses will be able to leave for work, DeWine said. The state will also continue to limit gatherings to no more than 10 people. Those able to work from home are encouraged to continue, he said.

'We're trying to ease out. We're trying to get Ohio back working,' the governor said. 'We know there's more things to do. We need to see how this works. We need to monitor the numbers. We need to see how our tracing and testing is going.

'We believe we can live up to those goals we put up there.'

VALLEY REOPENING

Tom Humphries, CEO of the Youngstown/Warren Regional Chamber, said Monday he felt there weren't any surprises in the governor's reopening announcements and, locally, 'people, by and large, are ready for it.'

'I would say those companies that aren't equipped or aren't prepared can't open,' he said. 'They have to look after the safety and welfare of their employees and the public. I don't think there's a space for error.'

Humphries added he's not heard of any local businesses facing new challenges in reopening, such as a lack of the required protective gear or an inability to keep space between customers or workers.

Though the May 1 resumptions include veterinary offices, Lisbon Veterinary Clinic representatives said Monday they won't be able to immediately schedule all the clinic's previously deferred surgeries. They're asking clients to 'be patient' as they figure out how to reopen safely in the coming days and weeks.

'We need to be sure we have the staff, supplies and necessary scheduling availability before we can totally 'resume normal operations',' reads a post on the clinic's Facebook page. 'We won't be operating normally due to social distancing for a while either way.

'Every patient and their health is important to us and we want to be able to follow our recommendations for routine care, including spaying and neutering at appropriate times. We will need some time to schedule these things while still being available for the pets who are ill.'

TRACKING COVID-19

DeWine said Monday though Ohio's rates of new COVID-19 cases and deaths continue to trend downward, the state still needs to boost its testing and contact tracing capabilities to help consumers and workers feel confident in returning to the marketplace.

He announced the state is seeking funding to hire and train another 1,750 contact tracers to surge across Ohio, which would more than triple the number working right now in the state. Many health departments already make use of volunteer workers, but the less than 700 local contract tracers working now are not enough, he said.

Columbiana County Health District currently employs seven disease investigators and isn't having difficulty keeping up with the county's caseload, which reached 226 on Monday. Before the pandemic, one district employee investigated diseases, along with that employee's other daily duties, spokesperson Laura Fauss told Mahoning Matters.

'We have adequate employees for the cases we are currently following,' she said. 'We do have the availability to re-assign additional employees to disease investigation if necessary.'

Here are other developments around the state and nation:

• According to the latest figures Monday from the Ohio Department of Health, the state is reporting 15,699 confirmed cases of the coronavirus. There have been 764 confirmed cases in Mahoning County; 295 in Trumbull County; and 214 in Columbiana County.

• Statewide, there have been 712 confirmed deaths, including 65 in Mahoning County; 27 in Trumbull; and 20 in Columbiana. Mahoning County's 65 reported COVID-19 deaths on Friday was the second-highest among the 87 Ohio counties with reported cases; Cuyahoga County reported 96 deaths.

• The City of Youngstown on Monday reported 154 total cases, including 44 hospitalizations and 11 deaths.

• The federal Bureau of Prisons on Monday reported 96 total cases at Federal Correctional Institution Elkton in Lisbon, including 48 cases among inmates and 48 cases among employees. That's the highest number of staff infections among all federal prisons with reported COVID-19 cases. Seven inmates have died — the highest number of deaths reported at a single prison, alongside FCI Oakdale in Louisiana. The bureau reported the prison's seventh inmate death on Sunday.

• Drive-up coronavirus testing operated by QUICKmed Urgent Care and Cornerstone CM is coming next week to the Niles Wellness Center, 213 Sharkey Drive. • A couple swapped their destination wedding in Florida for a small family ceremony at St. Joseph Parish in Austintown Saturday complete with a surprise 'social distancing' reception in the church parking lot featuring two dozen cars forming an aisle for the couple to stroll.

Ed Muransky's family and the United Wayteamed up on Saturday to distribute food as part of the Day of Caring promotion. Every Saturday volunteers will deliver food to shut-ins, seniors and families across Mahoning County.

• The Cafaro Foundationis awarding a total $30,000 split between several local institutions that are offering support during the COVID-19 pandemic: Mercy Health Foundation of the Mahoning Valley; United Way of Trumbull County; Ohio Living Foundation; and Warren Family Mission.

• Ohio Lt. Gov. Jon Husted said Monday the Ohio Department of Job and Family Services has paid out about $1.24 billion in unemployment benefits to 446,000 jobless Ohioans since the onset of the pandemic. Husted said the department now employs more than 16,000 phone workers, and call wait times have been cut to about 14 minutes. 'It's still not where it needs to be,' he said. 'Any time someone's not getting through, it's not acceptable to us.'
